Easy Monthly Financing

WRAP

WRAP helps keep home energy & weatherization projects affordable

If you are looking for an affordable way to weatherize your home but can't absorb the high upfront costs, the Weatherization Repayment Assistance Program (WRAP) may be able to help you. WRAP home weatherization projects range from insulation and air sealing to heat pumps, electric water heaters, and advanced wood heating systems.

Eligible homeowners and renters can improve energy efficiency, safety, and lower utility bills while also reducing harmful emissions that contribute to climate change. It's a win-win!

Getting started:

Homeowners and renters interested in WRAP must contact one of the following: Efficiency Vermont, Vermont Gas Systems, or Burlington Electric Department. These WRAP partners will help you identify your home energy and weatherization needs and see which incentives or rebates you qualify for.

If approved and you move forward, VHFA will finance some or all of the remaining upfront project costs. Customers pay for the cost of the project over time through a low-interest monthly charge.

See more information on the FAQ's page.

Benefits of WRAP:

  • No credit checks! Project approval is not based on your credit score. Instead, a your utility bill payment history will be used to verify your eligibility.
  • Consolidated bills reduce upfront costs. The cost of the project is included in low monthly payments that are added onto your utility bill. This can greatly reduce or eliminate the upfront costs you would normally pay for a home weatherization project.
  • Special incentives are offered by VHFA. WRAP participants may be eligible for special VHFA incentives to reduce out-of-pocket costs, in addition to the significant incentives and rebates offered by participating utility providers.*
  • WRAP funding is tied to the meter, so customers are only obligated to pay the charge for the length of time that they live at the property. If you move, the new homeowner or renter will pay the surcharge for the time they occupy the property and benefit from lower net energy costs.

Participating Utility Providers: WRAP is currently serviced by Burlington Electric Department, Green Mountain Power, Ludlow Electric, Vermont Electric Coop, and Vermont Gas Systems. If your utility company is not listed, call Efficiency Vermont for additional options.

*Each project is reviewed on an individual basis. Not all projects will be eligible for all incentives.
