Vermont Housing Finance Agency (VHFA) is recruiting a new Multi-Family (MF) Asset Management and Compliance Officer. Formed in 1974, VHFA’s mission is to finance and promote affordable, safe, and decent housing opportunities for low- and moderate-income Vermonters. The Multifamily Asset Management and Compliance Officer is responsible for monitoring and overseeing the management of various multifamily rental projects in the VHFA portfolio. This involves monitoring both the financial and physical status of the project, while establishing and maintaining good working relationships with project owners, managers and service providers. The Management Officer performs compliance monitoring functions, including site visits and tenant file reviews to ensure projects remain in compliance with provisions of regulatory agreements and conditions imposed by applicable funding sources provided by VHFA, as well as HUD Section 8 and the IRS Section 42 (Housing Credits) program, as they apply. Also responsible for initiating workouts and facilitating financial restructuring or loan modifications for portfolio loans.
Candidates must have a minimum of a bachelor’s degree or equivalent work experience, a minimum of four years’ experience in affordable housing programs, and familiarity with real estate financing. Certification as a Housing Manager and/or Housing Credit Certified Professional is desirable, as is knowledge of federal Low Income Housing Tax Credit Program, State Housing Tax Credits, subsidized housing or HUD Section 8 Occupancy, and knowledge of other state and federal housing programs. This position requires regular travel throughout Vermont with a valid driver’s license and dependable transportation. Proficiency in Microsoft Office products, including Word, Excel, and Outlook, and experience with automated housing software databases and systems, are also required.
In addition, candidates must demonstrate exceptional customer service skills and possess excellent written and verbal communication skills. Must be a highly organized self-starter, able to handle multiple tasks, set priorities and meet deadlines, while working with a wide range of individuals, both internal and external to the Agency. Consistently named one of the “Best Places to Work in Vermont,” the Agency offers a competitive salary and comprehensive benefits package. The salary range for this position is $69,000 to $74,000. VHFA has a hybrid work environment with offices in downtown Burlington.
