If you are looking for an affordable way to weatherize your home but can't absorb the high upfront costs, the Weatherization Repayment Assistance Program (WRAP) may be able to help you. WRAP home weatherization projects range from insulation and air sealing to heat pumps, electric water heaters, and advanced wood heating systems. 

WRAP helps eligible homeowners and renters afford home improvement projects that will keep their homes comfortable, improve energy efficiency and safety, and lower utility bills while also reducing harmful emissions that contribute to climate change. It's a win-win!

 

How does WRAP work?

Vermont homeowners and renters interested in WRAP should contact Vermont Gas Systems, Burlington Electric Department or Efficiency Vermont. These program partners will help you identify your home energy and weatherization needs and the incentives or rebates you qualify for.

Once your project is approved and you move forward, Vermont Housing Finance Agency (VHFA) works behind the scenes with the program administrator to finance some or all of the remaining upfront project costs. What's even better, you pay for the cost of the project over time through a low-interest charge on your monthly utility bill (WRAP charges show as a separate line item on the utility bill).

Benefits of WRAP:

  • No credit checks! VHFA will not use credit scores for approving projects. Instead, a review of your utility bill payment history will be used to verify your eligibility.
  • Upfront costs are reduced - Paying back costs on the utility bill with a low monthly payment over several years can greatly reduce or eliminate the upfront costs participants would normally pay for a weatherization project.  
  • Special incentives are offered by VHFA - As a WRAP participant, you may be eligible for special VHFA incentives to reduce out-of-pocket costs, in addition to the significant incentives and rebates offered by participating utility providers.*
  • Consolidated bill - Instead of paying a separate loan amount every month, the WRAP charge will be added to your existing utility bill payment. 
  • Payment tied to the meter - WRAP funding is tied to the meter, so customers are only obligated to pay the charge for the length of time that they live at the property. If you move, the new homeowner or renter will pay the surcharge for the time they occupy the property and benefit from lower net energy costs.

 

Participating Utility Providers:

The on-bill program is available to homes that are currently serviced by Burlington Electric Department, Green Mountain Power, Ludlow Electric, Vermont Electric Coop and Vermont Gas Systems. Always ask your utility company if they work with the VHFA WRAP program!
