WRAP helps make home energy & weatherization more affordable for
Vermonters
Here's how!
If you are looking for an affordable way to weatherize your home but can't absorb the high upfront costs, the Weatherization Repayment Assistance Program (WRAP) may be able to help you. WRAP home weatherization projects range from insulation and air sealing to installation of heat pumps, electric water heaters, and advanced wood heating systems.
Homeowners and renters who qualify for WRAP can improve energy efficiency, safety, and have lower utility bills while reducing harmful emissions that contribute to climate change. It's a win-win!
Getting started:
Homeowners and renters interested in WRAP should contact a WRAP administrator to determine eligibility: Efficiency Vermont, Vermont Gas Systems, or Burlington Electric Department. These WRAP partners administer WRAP funding for VHFA and can help you identify your home energy and weatherization needs, determine incentives or rebates you qualify for, and arrange the next steps to get your weatherization project off the ground.
Once approved and you decide to move forward with your home weatherization project, VHFA will finance some or all of the remaining upfront project costs. When the project is completed, you will begin repayment which is a low-interest cost added to your utility bill.
Benefits of WRAP:
- No credit checks!
Project approval is not based on your credit score. Instead, your utility bill payment history will be used to verify your eligibility. You must be in good standing with your utility provider.
- Consolidated bills reduce upfront costs.
The cost of the project is included in low monthly payments that are added onto your utility bill. This can greatly reduce or eliminate the upfront costs you would normally pay for a home weatherization project. Additionally, the weatherization of your home will make it more energy efficient saving you money.
- Special incentives are offered by VHFA.
WRAP participants may be eligible for special VHFA incentives to reduce out-of-pocket costs, in addition to the significant incentives and rebates offered by participating utility providers.*
- WRAP funding is tied to the meter, so customers are only obligated to pay the charge for the length of time that they live at the property. If you move, the new homeowner will pay the surcharge for the time they occupy the property and enjoy the benefits of lower net energy costs.
Participating Utility Providers: WRAP is currently serviced by Burlington Electric Department, Green Mountain Power, Ludlow Electric, Vermont Electric Coop, and Vermont Gas Systems. If you have a different utility provider, contact Efficiency Vermont.
Program Administrators: To see if you are eligible for WRAP, call one of these WRAP administrative agencies: Efficiency Vermont, Burlington Electric, or Vermont Gas.

*Each project is reviewed on an individual basis. Not all projects will be eligible for all incentives.
