VHFA issues Solar for All Request For Information (RFI)

Vermont Housing Finance Agency (VHFA) has issued a Request for Information from firms qualified to perform services to inform the Agency's design and implementation of its Solar for All Program (SFA). Proposals must be submitted no later than 5:00 pm (EDT), on July 11, 2025.

In May, the Department of Public Service announced that it subawarded $22.3 million of Vermont's Solar for All award to VHFA. Under the grant agreement, VHFA is charged with assisting the State in designing, implementing, and administering the Managed Affordable Solar Housing (“MASH”) program. The MASH Program will provide subsidies to affordable housing developers to develop and operate solar arrays or participate in community solar projects connected with affordable housing developments and provide benefits to the residents of those developments. MASH is designed to serve existing and newly developed affordable housing properties throughout Vermont. 

VHFA is requesting information on services offered by firms qualified to assist the Agency in the design and implementation of the MASH program. Details on the information requested and instructions for submitting proposals are available in the Request for Information.
