Vermont Housing Finance Agency (VHFA) is developing the 2026-2027 Qualified Allocation Plan (QAP), which guides the Agency in deploying Vermont’s largest pool of federal affordable housing resources. VHFA is seeking public input on recommendations that the Agency will consider for this update. To facilitate input, VHFA will host in-person QAP public meetings around the state in July and August, as well as a virtual public comment meeting.

Please join VHFA staff at these upcoming QAP public comment meetings:

  • July 24: 10:00 am-12:00 pm, The HUB CoWorks, 67 Merchants Row, Rutland
    • The meeting will be held in Meeting Space 2.
  • July 26: 10:00 am-12:00 pm, Brattleboro Municipal Center, 230 Main St., Brattleboro
    • The meeting will be held in the Selectboard Meeting Room.
  • August 1: 6:00 pm-8:00 pm, Virtual, please register.
  • August 7: 10:00 am-12:00 pm, Vermont Housing Finance Agency, 164 St. Paul St., Burlington
    • The meeting will be held in the VHFA Board Room on the first floor.
  • UPDATE: August 8: 11:00 am-1:00 pm, Catamount Arts Center, 115 Eastern Ave, St. Johnsbury
    • The meeting will be held in the Cabaret Room on Lower Level. Attendees can enter through the box office. Parking is available in the rear.
    • Please note that this meeting was rescheduled to August 8 following flooding.

At each meeting, VHFA staff will provide a presentation about the QAP and then ask for discussion and feedback. Please RSVP for the meetings by emailing [email protected].

The timeline for the 2026-2027 QAP update is as follows:

  • June 4, 2024: VHFA opens initial comment period.
  • July and August 2024: VHFA holds public comment meetings.
  • August 13, 2024: VHFA closes the initial comment period at 4:30 pm.
  • Summer and Fall 2024: VHFA reviews comments and drafts 2026-2027 QAP.
  • October 2024: VHFA expects to make the draft version of the 2026-2027 QAP available for public comment.
  • Late 2024: VHFA staff presents recommendations to the Joint Committee on Tax Credits.
  • VHFA’s goal is to have the QAP approved a year in advance of 2026 applications to ensure potential applicants have time to consider any updates in planning 2026 projects.

The federal Low-Income Housing Tax Credit (LIHTC) program is the largest single source of funding for affordable housing development in Vermont. The program requires that each tax credit allocating agency maintain a QAP that sets eligibility and criteria for awarding tax credits to developers of affordable housing. The QAP is a compilation of IRS mandates, national best practices, and state housing priorities.
