Caroline Rubin is VHFA’s Spring 2020 Vermont Housing Fellow. Rubin has a Bachelor’s degree in English and a Master of Public Administration degree from the University of Vermont. In addition to her work at VHFA, Caroline also works as a residential counselor at the Howard Center in Burlington.
