Vermont Housing Finance Agency (VHFA) has welcomed Phil Hillier as a new Asset Management and Compliance Officer. Phil joined VHFA’s Community Development team in January 2026 and brings several years of experience in property management, regulatory compliance, and building collaborative partnerships that support stronger communities.
Prior to VHFA, Phil was a Property Manager with Burlington Housing Authority (BHA) for over 3 years. There, he oversaw 10 properties in Chittenden County. In addition to his experience at BHA, Phil’s diverse professional background has included accounting, technology, the travel industry, and entrepreneurship. He holds a bachelor’s degree in mass communications from Virginia Commonwealth University.
When Phil isn’t working, he and his family can often be found exploring the Green Mountains. A relative newcomer to Vermont, he enjoys running, biking, and kayaking, and visiting Quebec to enjoy Montreal’s great restaurants.
