Low-income communities are hit hard by extreme weather because they lack the resources required to evacuate and deal with the effects, says a new report from the Center for American Progress.
Among the report's recommendations are:
- Fostering social infrastructure around assisted housing
 - Fairly distributing CDBG-DR funds to low-income communities
 - Protecting households against extreme temperatures and floods
 - Developing fair plans for post-disaster debris removal
