The Vermont Housing Finance Agency (VHFA) is pleased to announce the addition of two new underwriters to the Community Development team this September. VHFA welcomes Todd Rawlings and Jameson Williams.

Todd Rawlings joins VHFA with over 20 years of affordable housing and program management experience. While Todd worked at the City of Burlington Community & Economic Development Office (CEDO), he was responsible for program and financial management of the City’s community development budget. Todd worked as CEDO’s Housing Program Manager, where he developed expertise in both multi-family and owner-occupied affordable housing real estate development from project concept through completion and monitoring for compliance throughout the required affordability period.
Jameson Williams joins VHFA bringing a decade of experience in community and mission-focused lending with specialized expertise in credit analysis, portfolio management, and relationship management. In his most recent role with the US Department of Agriculture’s Rural Development Agency as a Loan Specialist, he managed and administered multiple federal programs to non-profit lenders and community development organizations throughout Vermont and New Hampshire. His prior work includes working as a Consumer Loan 2 Underwriting Supervisor at Vermont Federal Credit Union, where he led a team who analyzed, reviewed, and monitored the organization’s lending portfolio.
