A year ago since Tropical Storm Irene, Vermonters are coming to terms with the fact that extreme weather events will undoubtedly become more frequent. In response, the Institute for Sustainable Communities, a Montpelier-based nonprofit, is launching a new project called "Resilient Vermont".
