On June 7th 2022, Governor Scott signed legislation that provides $15 million in funding for the Missing Middle-Income Homeownership Development Pilot Program. The program will be initially funded from a portion of the state’s American Rescue Plan Act funding. The program will provide subsidies and incentives for home builders to construct or rehabilitate modest homes affordable to Vermont homebuyers at 120% of Area Median Income or lower. VHFA launched the program in December 2022.
Due to the large number of applications and funding requests, VHFA has extended the application deadline for the program to January 27, 2023. All new potential applicants should immediately contact the Development Department at [email protected] to notify staff of their intent to apply for the Missing Middle Program.
Applications received by the 27th of January will be reviewed for completeness and competitiveness with other proposals. At this time, VHFA staff anticipates that all available Missing Middle Program funds will be awarded at the March 13th Board of Commissioners meeting. Any project proposal that does not meet the January 27th deadline will likely not be eligible for future consideration unless additional funds become available for the program. VHFA has already received requests totaling more than $15 million.
All applications which were submitted prior to this extension will still be processed and will be brought forward to the March meeting. Any questions, comments, or concerns should be directed to [email protected]. More information including program guidelines and application materials can be found here.
