Deborah Flannery of Essex has joined VHFA as the new Managing Director of Community Development. Deb has over 25 years’ experience of working for affordable housing and community development organizations, including three previous Housing Finance Agencies in other states. She has deep knowledge of public and private investment including multifamily finance and development, economic revitalization, and affordable homeownership. She has worked in public, private, and non-profit sectors including three years for Vermont’s largest non-profit affordable housing developer Evernorth, and was most recently the State of Rhode Island’s Deputy Secretary of Housing.

“Vermont and VHFA are lucky to have someone with such a deep and wide skill set,” said Executive Director Maura Collins. “Her understanding of the complex issues we face, and her blend of experience both in Vermont and elsewhere will add to the strong team we have working to address our housing challenges.”
