VHFA will buy an abandoned, deteriorating house from the town of St. Johnsbury for $1 and replace it with a new affordable single-family home through the HARP program. 

The town of St. Johnsbury acquired the dilapidated St. Mary Street house after it failed to sell at a tax sale. 

For workers in certain industries, especially tourism and service jobs, the cost of renting or buying a home in the Burlington metropolitan area is out of reach given average wages paid in these fields.

Based on a study of seven places in the U.S, including the Vermont towns served by the Champlain Housing Trust, Apt Associates’ Jeffrey Lubell concludes that shared equity approaches to housing have clear benefits.
