Vermont Housing Finance Agency Credit Rating Receives Upgrade
Moody’s Investors Service has upgraded the Vermont Housing Finance Agency’s (VHFA) Issuer Credit Rating (ICR) from A2 to A1. The upgrade is based on the Agency’s consistently strong financial performance and overall high-quality assets. Moody’s ICR is an assessment of the overall, general credit strength of the Agency as opposed to an assessment of the likelihood of timely repayment on any specific bond or other debt issue of the Agency.
New Housing Options Celebrated with Fox Run Opening and Cambrian Way Groundbreaking
This week was an important step toward Vermont’s goal to create more affordable housing for Vermonters. On Wednesday, Fox Run Apartments in Berlin held its grand opening and ribbon cutting ceremony, and on Thursday, a groundbreaking for Cambrian Way in Burlington took place. Both events signify a step in the right direction in making Vermont’s goal to increase affordable housing a reality statewide.
Affordable Rentals in Orange County Undergo Major Renovations
Renovations are underway at the Chelsea Williamstown Apartments project in Orange County, Vermont. On July 17, stakeholders gathered to celebrate the start of an intensive property rehabilitation project for two non-contiguous properties, totaling 61 rent-restricted homes.
Central & Main Apartments Add 25 New Homes in Windsor

VHFA Awards State Tax Credits for 78 Affordable Homes in 4 Towns
On June 23rd, the Vermont Housing Finance Agency (VHFA) Board of Commissioners awarded Vermont State Affordable Housing Tax Credits for 78 rental homes across the state. Sixty-nine existing apartments in Bennington, Brandon, Fairlee and St. Johnsbury will be renovated, and nine new apartments created in Fairlee.
Construction of New Affordable Apartments in Putney Gets Underway
A long-awaited groundbreaking ceremony took place in Putney on May 5th for the Alice Holway Drive development. The development will include 2 new buildings that provide 25 energy-efficient, accessible, and affordable apartments.
10th Cavalry Apartments Officially Open: 44% of project development costs covered by VHFA
A celebration marking the completion of the 10th Cavalry Apartments at Fort Ethan Allen in Colchester happened on April 28. Several partners, funders and investors including the Vermont Housing Finance Agency (VHFA), joined developer Evernorth, Champlain Housing Trust, and others to celebrate the transformation of the historic property into 65 permanently affordable rental homes at Fort Ethan Allen in Colchester.
Affordable housing partners break ground on mixed income housing project in Middlebury, VT
Groundbreaking for the first phase of an exciting new mixed-income development on Seminary Street in Middlebury, VT, happened February 3rd. Vermont Housing Finance Agency (VHFA) was a key funder for the project along with National Bank of Middlebury, Middlebury College and Porter Hospital. Supporters at Monday’s groundbreaking also included Senator Peter Welch and developer Summit Properties.
VHFA releases second draft of 2026-2027 QAP and seeks comment
On Monday, Vermont Housing Finance Agency (VHFA) released the second draft of the 2026-2027 Qualified Allocation Plan (QAP), which guides the Agency in making housing tax credit allocation decisions.
